Move Downloads scripts to Aachen

The download.php script has to be moved to Aachen:
1. Attached to the new download counter database
2. Get connect to the right mailing lists
3. Supplied with the downloadable files, some of which will have to be protected by an .htaccess file
4. Integrate the download.php into the Trac framework, make the page look more like the rest of the site.

The script has been moved and modified to work on the new file structure.
The script is located here:

 http://www.mrmc-tool.org/downloads.php

It even works, i.e. allows to download things and sends all the e-mails it is supposed to.

Also the downloads counter has been enabled, see the "./counter" folder and the downloads script itself for more details.

There still three things that have to be done:

1. Make the downloads script to work with the mailing lists in Aachen.
2. Include the downloads counter image and may be some text into the Trac pages:

3. Integratre the downloads script into the Trac pages.

1. Made the counter to work, the image was not generated,

see the ./counter/README for more details.
Note: ./counter/README is what before was queries.sql

2. I added the test suite files for v1.3, added the new

version to the list of available MRMC versions in the
downloads.php. Yet, the file is not there, so it is
not possible to download it.

There still three things that have to be done:

The design of the download page is now similar to the one of Trac.
Remember, this is just a dirty hack. I simply copied the generated
html from a Trac Wiki page and modified it a little.

This means, that in case of changes the lay out of the downloads page
might stay intact, for example:

1. If the TOC is changed
2. If the logo size in trac.ini is changed
3. If the logo file name is changed
4. The position of the counter image. within the web-page
5. Any things added to trac/templates/site.html

I have also added the counter values for all the pages, vie site.html.

There is one thing that has to be done:

1. Make the downloads script to work with the mailing lists in Aachen.

This is blocked by Viet Yen :( he does not pick up his tickets!
